I think it means you are pumping up and recently you are just at 55 supply while beeing hit vs 80 which usually means if no towers you are dead with one expo.

Better question would be:

You are surrounded between Rain and Magadansky on Market. They don't allow you to crossexpo and you can't stay 50 for hoard and if thats not enough your hero levels are inferior to both. What are you going to do?

Well I'd scout Rain, see he has 80 food of acolytes and ghouls and attack him. I would try not to do nothing for 2 hours then complain that I didn't have a chance to win for the whole game then blame the admins.
