Issue is not the time zone, it is the time format, with 430 I didn't know if you were using the 12-hours format or the 24hours format.
You guys In America usually uses PM and AM, but here in France we don't, so if you are using PM/AM, please precise it like : 04:30PM
If you want to use 24h format then put 16h30
