Title: Requesting: ELO penalty for AFRICA11111

Ever since DIAPERFETISH was docked 200 ELO, he has played very few games. It seems ELO penalty is an effective strategy against preteamers, so I ask admins to  PENALIZE AFRICA11111 200 POINTS. He and ELNEGRO are the active preteamers now, and THEY MAY ACTUALLY BE DIAPERFETISH AGAIN.

In this game, all 4 preteamers play together.

Noex or Ugri can remove ELO, they are admins of playffa :).
